D-B Heusser has worked for the City of
Selma since 1994 and was appointed City Manager in
February, 2000. Prior to this appointment to City
Manager, he was Economic Development Director, Deputy City
Manager and Interim City Manager for the City of Selma.
The City Manager's office is
responsible for the day-to-day administration of the City
government and is the bridge between the City Council and
staff. The City Manager directly oversees the
Economic Development program as well.
The City Manager is responsible for
presenting to the City Council recommendations on policy
development as well as the implementation of policies
developed by the Council.
The City Manager appoints the Senior
Leadership Team who then direct the activities of seven
departments - Administrative Services, Community
Development, Community Services and Recreation, Fire,
Finance, Police and Public Works. The City employs
approximately 220 full and part-time staff persons.
The City Manager is also responsible
for the presentation to City Council of an annual budget and
works with all departments in the administration of the
budget throughout the fiscal year.

this Fiscal Year - A Message from the City
Manager
Like many cities in California as well
as across the nation, the City of Selma is suffering from
a downturn in the housing market and a retail sales slump
which is having a major impact upon our revenue.
After much anguish we did adopt a new budget in which we
decreased some "non-emergency" and redundant positions.
This past year the citizens approved
Measure S to add a half-cent to our sales tax for
emergency services. Through the plan we will be
adding new police and firefighter positions and purchasing
additional equipment.
Recently we opened our new spray park
that replaces an antiquated wading pool. Our skate
park continues to be a center of attention and we continue
to work to find a site for new regional park.
Though the economy has slowed, interest
in Selma continues to be strong. Presently, the City
is working with five major commercial developers who are
in contact with national retailers who have identified
Selma as a location to open a new store. Many have
expressed interest in opening within a year or two, but
due to the economy they have delayed their plans for two
or three years. Even so, Selma remains strong on
their radar.
