D-B Heusser has worked for the City of
Selma since 1994 and was appointed City Manager in
February, 2000. Prior to this appointment to City
Manager, he was Economic Development Director, Deputy City
Manager and Interim City Manager for the City of Selma.
The City Manager's office is
responsible for the day-to-day administration of the City
government and is the bridge between the City Council and
staff. The City Manager directly oversees the
Economic Development program as well.
The City Manager is responsible for
presenting to the City Council recommendations on policy
development as well as the implementation of policies
developed by the Council.
The City Manager appoints the Senior
Leadership Team who then direct the activities of seven
departments - Administrative Services, Community
Development, Community Services and Recreation, Fire,
Finance, Police and Public Works. The City employs
approximately 220 full and part-time staff persons.
The City Manager is also responsible
for the presentation to City Council of an annual budget and
works with all departments in the administration of the
budget throughout the fiscal year.

this Fiscal Year - A Message from the City
Manager
We enter a new
fiscal year with a great deal of excitement! To meet
the growing needs of our City, we have added the following
positions to the 2005-06 Annual Budget: Three new
police officers, a safety dispatcher, a new
firefighter/paramedic, a fire inspector, an associate
planner, and a part-time custodian. These were added
through the General Fund, while not having to cut other
services.
As Selma is
experiencing a great deal of commercial and residential
growth, we are studying the services we provide and how we
can be successful in providing quality service to our
citizens. A public safety ad-hoc committee is
leading the way and will be bringing recommendations to
City Council on our public safety needs and possible means
of funding.
Within the coming
year, we will be opening a skateboard park, continuing the
search for a site for a new regional park, address a
plan for our city capital equipment needs and begin
reconstruction of a recently purchased building to house
the Raisin' Cain Players - our Community Theater.
